Last fall the U.S. Preventive Services Task Force dropped a bombshell, arguing that healthy men should stop undergoing a routine blood test as a screen for prostate cancer. An analysis of the best available evidence, it argued, had shown little or no long-term benefit from the measure?called the prostate-specific antigen (PSA) test?for most men with no symptoms of the disease. Use of the screening was not saving lives. In fact, it was needlessly exposing hundreds of thousands of men who were tested and found to have prostate cancer to such common complications as impotence and urinary incontinence (from surgical removal of the prostate) and rectal bleeding (from radiation treatment). Indeed, the task force estimated that more than one million men have been treated because of PSA testing who otherwise would not have been since 1985. At least 5,000 of them died soon after treatment, and another 300,000 men suffered impotence or incontinence, or both. Instead of praise for sparing more men from suffering similar fates, however, the task force?s announcement quickly drew outrage and counterarguments from several professional medical groups, including the American Urological Association.

Natural gas is a relatively obscure energy source compared to its more popular companion oil. Most people rarely think about it - it heats their house and if there is a particularly cold winter, their heating bill tends to rise. Thought process done. First things first. In the United States natural gas prices have fallen from around $4.50 in January 2011 to 2.30 in January 2012 - nearly a 50% drop. This kind of move in prices obviously brings attention, but what makes the story more interesting is that the global market - which usually tracks within $1 or each other - have become completely unlinked. Sampling during the fall of 2011 highlights the pricing discrepancies around the world - 3.64 in the continental U.S., $9.89 in Belgium, $10.90 in Spain, $14.44 in India and $16 in Japan and South Korea. Experts mark 2008 as the starting point for this discrepancy and point to structural factors around the world for price changes and the inability of prices to converge.

Around the world, different pricing dynamics have caused prices to diverge, while industry practices have slowed the convergence of the prices. In the United States, new technology allowing companies to extract gas from shale has greatly increased gas supply while the relatively warm winter has decreased demand. In Asia and Europe, gas prices are linked to Oil and other alternative fuels respectively, which have caused prices to increase. Normally, gas would be diverted to higher paying locations to normalize supply and demand and equalize price. However, much of the gas in the world is delivered by long term contracts that prohibit the diversion to different locations and many transportation ships are under contract to only sail to and from certain ports. Furthermore, Asia consumes mostly liquified natural gas (LNG) which requires a large investment in infrastructure and demand has spiked as Japan tries to diversify its energy sources away from nuclear.

Where are gas prices going? Many seem to think that global prices will continue to show the same extreme disconnect. In the United States (arguably the most extreme), supply is expected to continue increasing however at such a low price it becomes profitable for utilities to start using gas, instead of coal, to produce electricity. Other industries might also find it profitable to make the switch from other resources which could help stabilize prices in the United States.

After all, the stakeholders are the ones that you will have to depend on to implement the plan.

5. Measurable Results & Timelines

Your plan must include measurable results. We call them ?Performance Measures?. If not, then people will never know when the goal has been achieved. If you don?t have a due date, then there is also a good chance the work will never get done. Setting due dates help prioritize the work and provides the framework for allocating resources to get things done.

6. Accountability

People are the ones who get things done. If your plan does not get down to the point of having specific people responsible for initiatives within your plan, then the work will never get done because nobody will have ownership in it.

7. Costs

All initiatives have a cost, whether hard or soft. If they are not defined, then it is likely that they will not be planned for in your budgeting process. Nothing can be more frustrating than going through the planning process only to find out that the things you said were important have not been accounted for in the budget. Budgeting is not separate from the strategic planning process, it is actually a part of it. Budgets are where you put your money where your mouth is. If your strategic plan says one thing but your budget says something entirely different, then you have a problem.

8. Align it.

Your strategic plan cannot be separate from everything else. The strategic plan comes first and then everything else you do must be aligned back to it. This should include things like your budget, operational plans, school improvement plans, project plans, meetings (both board and staff meetings), policies, evaluations, etc. If it?s not aligned then you should be asking yourself?why are we doing it?

9. Communicate it

You can never do too much of this. Communicating the plan has to be done in multiple ways to engage and inform all stakeholders. Everyone should know what the plan is and what their role is in executing it. Find out how your various stakeholders prefer to receive information and try to meet them where they are.

10. Track it

If you have no way to track it, then even the best of plans can fall to the wayside simply because it became too complicated or too time-consuming to keep up with it. Tools are now out there to automate and streamline this process?use them!

11. Live it

For it to be labeled as ?effective? planning, it must produce ?effective? results. It has to become a part of the culture and climate of your organization. It has to be infused in everything you do . It should start from the top. If the board and leadership team ?live it?, then it is more likely that people at all levels of the organization will too.

Strategic planning when done right is not easy. It takes a lot of time and hard work. There are no shortcuts. However, once embedded into the culture and climate of an organization, it does get easier as it becomes ?the way? you do things. And most importantly, it DOES produce transformational results.

Marines practice amphibious war, storm US beaches (AP)

ABOARD THE USS WASP ? A small group of Marines trudged onto the beach sands in pitch-black night with an armada of U.S. Navy warships sailing just off the shore. Their mission: root out insurgents that threatened to attack another American force to the south.

The careful operation under cover of darkness wasn't an assault in the Middle East or Asia. It was a training exercise on the coast of Virginia and North Carolina, designed to return thousands of Marines to their amphibious roots and train for a more modern version of the well-known beach assaults conducted during World War II.

Military officials say the operation being conducted in Virginia and North Carolina is the largest amphibious training exercise they've attempted in at least a decade. Marines have been fighting wars in landlocked countries like Iraq and Afghanistan for years, and many have never even set foot on a Navy ship. That's of particular concern as the military shifts its strategic focus toward the coastal regions of the Middle East, such as Iran, and the Pacific, where North Korea and China are drawing increasing attention from the U.S.

"Sooner or later, the nation is going to require a sizeable force to go somewhere where folks don't want us to go. So, no, the image is not Iwo Jima, Tarawa and so forth, but nevertheless, when we go to shore someplace where we're not wanted ashore, we have to be ready to defend force to accomplish the mission and then to sustain the force once it's ashore," said Brig. Gen. Christopher Owens, deputy commanding general of 2nd Marine Expeditionary Force.

About 3,500 Marines made landfall on the beaches near Camp Lejeune, N.C., and Virginia Beach beginning Monday, days before an aerial assault and insertion of Marines launched from sea is made on Fort Pickett in Virginia.

About 6:30 p.m. Monday, between 120 and 150 Marines traveled by landing hovercraft from the USS New York ? an amphibious landing dock ship ? to the cold shores of Fort Story, a military base along Virginia Beach hidden away from nearby high-rise resorts.

After unloading equipment about an hour and a half later, they made their way about 2.5 miles to raid a mock village playing host to a terrorist training camp. The Marines were receiving reconnaissance from about 10 of their brethren who had been hiding out undetected for the past few days gathering intelligence after swimming ashore.

Suddenly, among the wooden darkness, gunfire, pyrotechnics and shouting filled the bitter air as about 50 Marines entered the camp. Helicopters circled low overhead and light armored vehicles neared the village to tend to any wounded and clear the site.

Once clear, "killed" enemy combatants were searched for intelligence, civilians were moved to a secure location and the Marines blew up a booby-trapped weapons cache before returning to the beach and to their ship ? all within four hours.

The raid was operated at night to simulate typical conditions in which such raids are made.

"You train like you fight," said Gunnery Sgt. Issac Sweeton with the Special Operations Training Group at Camp Lejeune, N.C. "At the end of the day, we own the night."

In the scenario developed by military leaders, the Marines coming ashore at Camp Lejeune are landing in a fictional, friendly country called Amberland, whose southern neighbor, Amber, has been invaded by Garnet. The Garnet army has rapidly advanced northward along the coast to roughly Wilmington, N.C., overtaking its port and airport, and U.S. forces have been asked to halt the advance.

Amberland is also a country that has a cadre of insurgents operating in it under the direction of the hostile, invading Garnet nation. Canadian minesweepers have helped set the stage for the landing, while U.S. forces also practiced evacuating hundreds of civilians before the raid.

All told, more than two dozen Navy ships and more than 20,000 service members are participating in the exercise along with allies from eight countries. That is at least twice the number of personnel that were involved in a similar West Coast training exercise two years ago, and it provides a more realistic scenario for how the U.S. would likely conduct amphibious landings in the future.

The amphibious invasions of the past, when the U.S. took thousands of casualties in a single battle, are not likely to be repeated. The new approach military leaders are using in the exercise known as Bold Alligator involves a more nuanced approach that relies on allies and friendly countries. That means relying on multi-nation coalitions and deciding whether to stage ships in port or out to sea because it could disrupt the host nation's economy. Navy leaders prefer to operate out of a "sea base" away from shore.

This week's exercise has been in the planning stages for several years, but it also occurs days before the president will submit his defense budget proposal to Congress. Several members of Congress visited the USS Wasp, an amphibious assault ship serving as the exercise's flagship, in the days leading up to the assault.

"We didn't put Bold Alligator together to send a message to Congress, but there may be, you know, there's always second-order effects," said Chief of Naval Operations Adm. Jonathan Greenert.

As part of the Defense Department's budget proposal, some ships will be retired earlier than expected while the purchase of others is being delayed.

Amphibious assaults were common during World War II, when Allied troops landed on various islands in the Pacific. And perhaps the best-known amphibious assault was the Normandy invasion of German-occupied France ? depicted in "Saving Private Ryan" and other films ? when U.S. troops stormed Omaha Beach. Since then, such landings have become far more rare, though amphibious assaults were conducted during Operation Desert Storm and the recent Iraq War.

The Navy is concerned about developing an amphibious mindset for the future. Adm. John C. Harvey, commander of U.S. Fleet Forces Command, issued a memo last year urging every sailor in the Atlantic Fleet to read the Navy's doctrine on amphibious operations, as well as three books about the 1982 conflict between Argentina and the United Kingdom over the Falkland Islands.

Likewise, Lt. Gen. Dennis Hejlik, commander of U.S. Marine Corps Forces Command, also told his Marines to beef up their knowledge of historic amphibious battles.

However, for Marines like Sgt. David Smith, an amphibious assault vehicle section leader, he knows there's nothing like getting his crews and others who aren't accustomed to amphibious warfare live training to prepare for coming ashore.

"We've been working with these guys a lot, and we'll do a lot of training and we'll head out in the field and head out to the beach for a couple days, but you can't mock coming out of a ship unless you're actually doing it," he said. "Some of those drivers who have never done it, it's their first time on a ship. You can't beat that."

The key to any alternative self defense tools is that they don?t appear as self defense tools and give you the element of surprise. By holding correctly, striking with force in the right area they are effective.

UConn's Calhoun taking indefinite medical leave (AP)

STORRS, Conn. ? UConn's Jim Calhoun doesn't mince words when it comes to his health.

So, when the Hall of Fame coach of the defending national champions, who turns 70 in May, had just about had it with his back problems, he let people know.

"The bottom line is I'm going to need some work done," Calhoun told The Associated Press in a phone interview Friday. "In January the shooting pains were getting worse and after one plane ride I couldn't even get up. I tried to hide it. I'm taking medicine right now for the pain. They are waiting for things to quiet down, and I'll meet with the doctor next week."

As a result, Calhoun is taking an indefinite medical leave of absence, as he has been suffering for several months from spinal stenosis, a spinal condition that causes him severe pain and hampers mobility.

Calhoun said he told university President Susan Herbst about it but had hoped to gut out the final weeks of the season.

"But it's just so bad, even getting through practice," Calhoun said. "Now I'm going to see what the next step is. The bottom line is I'm hurting."

George Blaney, the team's associate head coach, will lead the team in Calhoun's absence.

He said Calhoun missed practice Thursday and could not get out of bed Friday morning. Blaney said Calhoun began feeling pain in his legs and buttocks during this week's road trip to Georgetown.

"When we got off the plane, he really had trouble getting in the car and going home," he said.

The Huskies (14-7, 4-5 Big East) have lost four games in a row and fell out of the Top 25 for the first time in 28 weeks. They host Seton Hall on Saturday before traveling to Louisville on Monday.

Calhoun has had a history of health problems. He is a three-time cancer survivor, overcoming prostate cancer in 2003 and skin cancer twice, most recently in 2008.

"I had back pain like never before last summer, thought it was back spasms," he said in the phone interview. "I saw a neurologist and he told me about scoliosis, stenosis and other things and that there could be things like a bone spur and that I could probably need something done at some point. I went for the physical therapy and it worked, but it started to lock up sometimes recently and it was worse."

Spinal stenosis is a narrowing of the spine, normally associated with aging and sometimes with arthritis. If physical therapy and medicines aren't effective, surgery may be considered, although some people's symptoms may not improve after an operation.

Calhoun has missed 21 games during his career at UConn, 17 for medical reasons. He has had to leave another 11 games with health problems. His last extended medical leave came in 2010, when he missed seven games with stress-related issues.

He missed three games earlier this season because of NCAA sanctions.

"I don't know anybody tougher," Blaney said. "He doesn't use Novocain when he goes to the dentist. He's a tough guy and usually `No' spurs him on."

Blaney informed the team of Calhoun's illness just before Friday afternoon's practice.

"We wish we could be there to help him, and he wishes he could be there to help us," said guard Shabazz Napier, a team captain. "Sometimes you have to go on a journey without your captain, and we're going to do whatever we got to do to fulfill his dreams and fulfill ours at the same time."

Napier and forward Alex Oriakhi called a players-only meeting to discuss the team's recent slump.

"It's tough," said freshman center Andre Drummond. "We've had a couple of downfalls, a couple of roadblocks throughout the way, but that's life. That's one of the things you've got to get through. That's what we're doing right now. We're fighting through it and we're not going down without a fight."

Calhoun is No. 6 on the all-time wins list with 867. He has won three national championships at Connecticut and was inducted into the Basketball Hall of Fame in 2005. He coached the team to its fourth Final Four and third national title last April.

The subject of Calhoun's tenure is not new. He said last month he decided to not retire after last year's national championship in large part because he wanted to see through the NCAA sanctions leveled on him and his program for recruiting violations. The NCAA required Calhoun to sit out wins over South Florida and St. John's and a loss to Seton Hall for violations that included a finding that the coach had failed to maintain "an atmosphere of compliance" in the program.

He told reporters that the idea of bringing closure to that issue was a "major, major factor" in his decision to come back this season.

Connecticut has gone 9-9 in games that Blaney has coached, including 2-1 during Calhoun's recent suspension.

Guard Ryan Boatright, who has missed nine games this season while the NCAA investigated his eligibility, said he thinks the team will rally under Blaney. He said both coaches are able to motivate the team, but their styles are much different.

"There's not as much yelling," he said. "Obviously the cuss words are down to a (lower) level. It's a difference."
