(AP) ? Kofi Annan announced his resignation Thursday as peace envoy to Syria and issued a blistering critique of world powers, bringing to a dramatic end a frustrating six-month effort that failed to achieve even a temporary cease-fire as the country plunged into civil war.

Annan also had harsh words for the Syrian regime, saying it was clear President Bashar Assad "must leave office."

As the violence escalated on the ground, rebels used a captured tank to shell a military air base near Aleppo ? one of the first known uses of heavy weapons by the insurgents.

Speaking to reporters in Geneva, Annan blamed the Syrian government's intransigence, the growing militancy of Syrian rebels and a divided Security Council that failed to forcefully back his effort. Since he took on the job, Russia and China have twice used their veto power to block strong Western- and Arab-backed action against President Bashar Assad's regime.

The White House said Annan's resignation highlighted the failure of Russia and China to support action against Assad and called the regime's continued violence against its own people "disgusting."

"It is impossible for me or anyone to compel the Syrian government and also the opposition to take the steps to bring about the political process," said Annan, a Nobel Peace Prize laureate and former U.N. secretary general.

"You have to understand: As an envoy, I can't want peace more than the protagonists, more than the Security Council or the international community for that matter."

Annan singled out the regime for blame for the violence. But he also said the opposition's increasing militarization had contributed to dooming his six-point peace plan, which included a cease-fire and a Syrian-led political process to end the crisis.

"The bloodshed continues, most of all because of the Syrian government's intransigence, and continuing refusal to implement the six-point plan, and also because of the escalating military campaign of the opposition ? all of which is compounded by the disunity of the international community," he said.

"At a time when we need ? when the Syrian people desperately need action ? there continues to be finger-pointing and name-calling in the Security Council."

U.N. Secretary-General Ban Ki-moon said he accepted the resignation with deep regret, adding that the search was under way for a successor to Annan, who will stay on until Aug. 31. Diplomacy can succeed only when "the parties to the violence make a firm commitment to dialogue, and when the international community is strongly united in support," Ban said in a statement.

In an opinion piece published by the Financial Times on Thursday under the headline "My Departing Advice on How to Save Syria," Annan had harsh words for all parties in the conflict. But he appeared to reserve particular criticism for the Assad regime, asserting in his strongest statement to date about the Syrian leader: "It is clear that President Bashar al-Assad must leave office."

During his six-month tenure, Annan managed, at least in theory, to get world powers behind his plan ? including the Syrian government and its allies in Iran, Russia and China ? although his appeals for peace were ignored on the ground.

The regime and the rebels blamed each other for the violence, and Russia and China said attempts to sanction the regime ignored violations by the opposition.

Secretary of State Hillary Rodham Clinton praised Annan for working "tirelessly" to try to end the bloodshed in Syria. "Unfortunately, the Security Council was blocked from giving him key tools to advance his efforts," she said.

Asked about Annan's resignation, the White House again called for Assad to step aside. The Syrian leader "continues to brutally murder his own people, to use heavy weapons in assaults on civilian population centers, to call on his military leaders to kill the Syrian people in his name," White House press secretary Jay Carney said.

Russia's U.N. envoy Vitaly Churkin said Moscow regrets Annan's decision and Syria's Foreign Ministry also expressed "dismay."

Alexei Pushkov, head of the foreign affairs committee in Russia's lower house of parliament, blamed the West. "Regrettably, the so-called Friends of Syria led by the United States have encouraged the opposition and sought to put pressure only on the Syrian government," he told the RIA Novosti news agency.

Amnesty International called Annan's departure the "culmination of a string of failures" and inaction by the U.N. Security Council that allowed the regime's "murderous campaign" to continue.

Annan was appointed envoy in February, representing the United Nations and the Arab League. But he was unable to calm the crisis, which began in March 2011 with mostly peaceful protests against the regime but has now morphed into a civil war.

According to activists, more than 19,000 people have been killed.

Even though Annan's plan appeared doomed from the start, world powers had few options to help beyond diplomacy ? in part because of fears that any military intervention could make matters worse. Syria's close ties to Iran and the Islamic militant group Hezbollah in Lebanon mean that the conflict has the potential to draw in the country's neighbors.

As the battle for the country intensifies, the rebels used a tank they captured from Syrian soldiers to pound a military air base Thursday in the country's largest city, Aleppo ? an escalation that all but guarantees an even bloodier civil war.

Since opposition forces first started taking up arms against the regime, they have suffered from the huge disparity with Syria's well-armed military, which has tanks, fighter jets and helicopter gunships at its disposal.

It's not clear whether the rebels will be able to use tanks in a sustained way, as they require fuel and ammunition that is in short supply. But their ability to capture such weapons suggests growing coordination and sophistication.

Still, the Syrian army has far more powerful weapons than the rebels and there was no indication that Thursday's attack on the air base was particularly effective. Later, a nearby village was shelled by government forces out of that same air base.

There was also heavy shelling around the town of Azaz on the Turkish border, which has been in rebel hands for weeks along with a nearby checkpoint crossing, key to delivering rebel weapons and supplies to the Aleppo battle. It would be a huge blow to the opposition if the government retook the crossing.

Rebels attacked Aleppo two weeks ago and have captured several neighborhoods, holding out against bombardments by the government.

With its proximity to rebel-friendly Turkey to the north, Aleppo has enormous strategic importance to the opposition and if the rebels were able to capture and hold it, the city could form the basis for a wider rebel-controlled zone.

In the capital, Damascus, the regime announced a string of raids against rebels in neighborhoods on the southern edge of the city, killing and arresting a number of "terrorists" ? the government's term for its opponents.

Activists reported dozens killed, but that could not be independently confirmed.

Also on Thursday, the regime bombarded the capital's southern suburb of Tadamon with artillery and mortars, sending plumes of smoke into the sky. The regime crushed a bold rebel assault on Damascus two weeks ago, but the latest raids show that pockets of resistance remain in the capital and the surrounding countryside.

A vote was set for Friday in the U.N. General Assembly on a resolution drafted by Arab League countries. But its call for Assad to step down and for sanctions on Syria was dropped because of resistance from Russia, China and several other nations. While the 193-member General Assembly has no legal mechanism for enforcing a resolution, an overwhelming vote can carry moral and symbolic power.

"We have been dedicated to creating a video?game for consoles and PC that will allow Rambo fans and gamers across the globe to really get under the skin of Rambo and wield his iconic weapon-set in battle," Reef Entertainment commercial director Craig Lewis?said in?a statement.

Reef didn't reveal many details about the game but announced it?would be playable at this year's GamesCom convention taking place in Germany starting next week. And Lewis promised, it "will capture the gritty atmosphere and full-on action which made the Rambo movies so successful."

It certainly?won't be the first "Rambo" game ever made. Way back in 1985, there was a "Rambo" game for the Commodore 64 based on "Rambo: First Blood Part II." And there were?"Rambo III" games for Sega's Genesis and Master System as well as an arcade game made in the late 1980s. But yeah, things have changed a bit since then:

AT&T is buying NextWave
Wireless, a wireless spectrum holding company, as it seeks to grasp a new chunk
of the 2.3 GHz Wireless Communication Service (WCS) spectrum, which presently
is not yet available for use by mobile Internet carriers.

The move will allow AT&T to be ready to take
advantage of WCS when federal rules change to allow the use of WCS in about
three years, according to an Aug. 2 statement by AT&T.

"WCS spectrum was first auctioned in 1997, but has not been utilized
for mobile Internet usage due
to technical rules designed to avoid possible interference to satellite
radio users in adjacent spectrum bands," according to the statement.
"In June, AT&T and Sirius XM filed a
joint proposal with the FCC [Federal Communications Commission] that would
protect the adjacent satellite radio spectrum from interference and enable WCS
spectrum ? for the first time ? to be used for mobile Internet service. This
proposed solution on WCS spectrum, which is still under review by the FCC,
effectively creates much-needed new spectrum capacity."

Under the deal, AT&T will pay about $650 million
for NextWave, including $600 million to acquire its debt.

In addition to its WCS holdings, NextWave also holds
licenses in the Advanced Wireless Service (AWS) band in the United States and
Canada.

By working with the FCC to modify the rules governing WCS while protecting
from possible interference with adjacent radio bands, "the proposed WCS
rule changes and NextWave acquisition represent an alternative approach to
creating additional wireless network capacity to help support skyrocketing
wireless data usage on smartphones and tablets," according to AT&T.

If approved, AT&T said it hopes to begin initial deployment in three
years to add to its 4G Long-Term Evolution (LTE) capacity.

The NextWave acquisition must be approved by the FCC to be finalized. The
deal is expected to close by the end of this year.

The first 128 licenses in the 2.3 GHz WCS were originally
auctioned by the FCC for use back in April 1997, but they quickly
raised concerns about potential radio wave interference with the nearby Satellite
Digital Audio Radio Service (SDARS)?band,
according to an ATT Public Policy Blog post.

That dispute has continued to drag on, preventing wireless companies from
using the WCS band for their growing legions of customers. That?s where the new
joint proposal from AT&T and Sirius XM comes in with hopes to finally find
a solution to the debate.

"It?s time for the era of dispute and uncertainty to come to an end,"
wrote Joan Marsh of AT&T in the blog post.

The proposal "will enable the adoption of technical rules satisfactory
to both interests and should enable licensees in the 2.3 GHz WCS band to deploy
the most efficient new mobile broadband technologies, including LTE, while not
posing an unreasonable interference threat to satellite radio reception,"
Marsh wrote.? "To be sure, neither
party to this proposal got everything it had asked for and perhaps
wanted.? But both AT&T and Sirius XM are confident that they have
developed a set of technical rules that will allow each service to flourish
while ending the uncertainty that has plagued both bands for far too long."

NextWave and the FCC were previously locked in an eight-year
legal battle over wireless spectrum rights until a settlement was reached in 2004.

AT&T to buy NextWave, holder of unused spectrum

NEW YORK (AP) ? AT&T Inc. has agreed to buy NextWave Wireless Inc., a company that holds the right to use sections of the wireless spectrum that could be used for broadband.

AT&T said Thursday that it's paying up to $600 million in cash, most of which will go toward paying off NextWave debt. That also includes $25 million for the shares, plus an additional $25 million if certain conditions are met.

Shares NextWave jumped $1.05 to $1.31 per share in over-the-counter trading Thursday morning.

The deal could give AT&T more room on the airwaves for wireless broadband, but there are unresolved problems with some of NextWave's radio bands. They lie close to frequencies that are used for satellite communications, and interference concerns have prevented them from being used. AT&T has asked the Federal Communications Commission to approve a solution that it says would prevent interference.

The deal doesn't include all of NextWave's spectrum. Some Canadian and U.S. holdings will be placed into a new holding company, to be owned by its debtholders.

In its latest regulatory filing, NextWave listed the value of its spectrum holdings at $434 million and its debt at $1.1 billion.

AT&T has been on the hunt for more wireless spectrum, a hunt that led it to agree to buy T-Mobile USA last year for $39 billion. That deal fell through on antitrust grounds, however.

The acquisition of NextWave is also subject to review by regulators. AT&T said that if it goes through, it could be using the spectrum for wireless broadband in three years.

San Diego-based NextWave has had a difficult life. It was spun out from Qualcomm Inc. in 1995. The next year, it bid $4.74 billion to buy the rights to 95 spectrum licenses from the government, big enough to cover nearly 94 million people. But the company couldn't make its payments and filed for bankruptcy protection.

The FCC took back and re-auctioned the licenses, but NextWave argued that bankruptcy law protected it from seizure of its assets. It took the fight all the way to the Supreme Court, which sided with it. The company emerged from bankruptcy in 2005, a year after it reached a settlement with the FCC.

NextWave sold some of the licenses from the 1996 auction to Verizon Wireless, AT&T Inc., and MetroPCS Communications Inc. It returned others to the FCC.

NextWave's current spectrum holdings derive from another FCC auction in 2005 and from acquisitions from other companies. It spent $500 million on the license, it said in 2008. It was then also developing wireless network equipment, but those operations have folded or been sold off since then. The shares were delisted from the Nasdaq in 2010 because they failed to meet the minimum $1 value.

Fed expected to hold fire despite weak US growth

The Federal Reserve's top policy makers are expected to shy away from taking new economic stimulus measures when they meet Tuesday and Wednesday, instead waiting until the economic picture becomes clearer.

The interest rate-setting Federal Open Market Committee will gather for a two-day meeting in Washington under the shadow of sub-par growth in the world's largest economy.

"We do not expect that the Fed will announce any additional action in the upcoming meeting as the ideological division among members remains strong," said analysts at Spanish bank BBVA, reflecting a growing consensus on Wall Street.

With few tools left in the box and the outlook murky, the Fed has been reluctant to embark on a third round of asset purchases, or quantitative easing, dubbed QE3.

Instead Chairman Ben Bernanke and his colleagues have preferred to wait and see whether a recent slowdown has been a blip, or a harbinger of worse times ahead.

"We expect that this next meeting will involve serious discussions regarding QE3," said BBVA, "however, it is more likely that the Fed will announce QE3 in the September meeting."

With the economy periodically lurching back toward recession, the bank has facing a difficult task in calibrating its response.

Last week there was yet more ambiguous economic evidence, when the Commerce Department reported growth in the second quarter was just 1.5 percent.

While that is far from stellar, it was still better than expected.

The Commerce Department also published revisions of the last few years of growth data, which showed the recession was more shallow and the recovery patchier than first thought.

Growth in the last quarter of 2011 was revised up significantly, from 3.0 percent to 4.1 percent.

Stalking the debate are doubts that any fresh Fed action would make a meaningful difference to the US economy.

"Central bankers have taken the ball about as far down the gridiron as they can," said Tony Crescenzi of bonds giant Pimco.

"The Fed could implement another round of asset purchases, cap Treasury rates, cut the interest rate it pays banks on excess reserves, extend further its conditional promise to keep rates low, or perhaps consider some form of credit easing," he pointed out.

"If the Fed did any of these it would mark another courageous effort by... Fed Chairman Ben Bernanke, but it will never get the ball into the end zone."

And waiting until September to act could also pose political problems for the Fed, which jealously guards its independence.

Republicans -- whose chances of regaining the White House depend in part on the poor state of the economy -- recently pressed Bernanke to foreswear any further stimulus.

Bernanke refused to tie his hands, but if he acts in September, just weeks before the November 6 elections, the backlash is likely to be fierce.

Yet with fresh jobs data due on Friday and expected to show that unemployment remains painfully high, Bernanke and his colleagues may yet be forced into a corner.

Philippine gunmakers take aim from the backyard to the production line

MANDAUE CITY, Philippines (Reuters) - In the Philippines, they vote with their trigger fingers. Elections mean big business for illegal gunsmiths, who are looking forward to 2013 mid-term polls.

With election-related violence commonplace, the Philippines imposes a ban on the carrying of guns for six months, from campaigning to the proclamation of winners.

With legal access denied, Filipinos simply turn to the many illegal gunsmiths who ply their trade in back alleys and on the edge of rice fields despite government crackdowns.

In Danao City, in the northeast of central Cebu island, they are already anticipating a windfall.

"There's actually huge demand for guns, especially now and because of the elections next year," said a 33-year-old gunsmith, who asked to be named only as Remo, as he hammered away at bits of scrap metal in a makeshift factory in Danao.

Loud music drowned out the noise of Remo's workshop on the edge of a dry creek, hidden from view by thick bamboo groves, as he and two assistants hammered, filed and drilled away.

"We are actually having some difficulty in keeping up with the orders because it usually takes at least two weeks to make one .45 caliber pistol, even if I work 16 hours a day," he said.

"THE WORLD OF OUR FATHERS"

As the pro- and anti-gun lobbies in the United States agonize over how to respond to yet another massacre of innocents, in the Philippines many want even more liberal gun laws to boost production of a small but growing legal industry.

Guns have long been part of everyday life in the Philippines, especially since the end of World War Two.

After the war, farmers took up arms during agrarian unrest in the late 1940s and early 1950s and then a Maoist insurgency that has become one of the world's longest-running conflicts.

Today, all private security guards in the Philippines carry either handguns or shotguns, or both. Guns are a common sight in shopping malls, government and private offices, banks, restaurants and even schools.

"When we were children, we were already surrounded by guns. It was the world of our fathers," said Elmer Genzon, a third-generation gunsmith who once made "paltik", or illegal weapons, out of scrap metal and bits of angle iron.

"We grew up making guns."

According to www.gunpolicy.org, a site hosted by the University of Sydney's School of Public Health in Australia, there are about 3.9 million guns -- legal and illegal -- held by civilians in the Philippines, or about 4.7 per 100 people.

That puts the Philippines 105th place on a list of 179 countries, tiny in comparison to the 88.8 per 100 in the United States and behind even Australia with 15 per 100.

While it is impossible to count the number of illegal guns in the Philippines, the national police estimate there are about 350,000, again paltry in comparative terms to Central and South American weapons hotspots like Guatemala, Honduras and Colombia.

Yet the Philippines suffers worryingly high gun-crime rates.

According to the latest available figures from the U.N. Office on Drugs and Crime, there were 8.9 homicides per 100,000 people in 2003, by far the worst in Asia and outstripping Europe. (www.unodc.org/unodc/en/data-and-analysis/homicide.html)

While not at the levels of Central and South America, the number was still almost triple that of the United States, which had 3.3 homicides per 100,000 people the same year.

Illegal guns are not just carried by criminal gangs, Maoist rebels and Muslim separatists. They also belong to civilians and politicians who keep private armies.

Investigations into the Ampatuan family, a political clan linked to the 2009 massacre of 57 people, including dozens of journalists, found more than 1,000 high-powered weapons, including mortars and .50 caliber machineguns.

HEALTH PLAN

In the 2004 elections, authorities decided to crack down on illegal gunsmiths in Cebu. There had been more desultory attempts to act against an industry dating back to the early 1900s.

Police closed the Genzon family's home factory on the edge of a rice field during the 2004 crackdown.

Like other gunsmiths from his hometown, he was soon working at the government-registered Shooters' Arms Manufacturing factory about 25 km (15 miles) down the road in Mandaue City.

"We no longer have to worry about police raids and we also have a steady source of income, plus some health and other social benefits," Genzon, 33, told Reuters while he wrapped a handcrafted model of a 1911 Colt .45 destined for a dealer in Rochester, New York.

A small army of 400 workers assembles revolvers and pistols at the Mandaue factory, which exports guns to the United States, Australia, Italy and Thailand.

Factory owner Romulo de Leon III, a second-generation gun dealer, quickly recognized the unusual skills developed by the illegal, backyard gunsmiths when he decided to switch from selling imported weapons to making his own.

His partly automated factory now produces about 20,000 guns a year, with up to 85 percent of them sold abroad, making him the second largest gun manufacturer in the Philippines.

With cheap labor and Filipino ingenuity, de Leon wants to expand into new markets in Eastern Europe and South America.

With more foreign markets in their gunsights, legal manufacturers hope President Benigno Aquino, a gun enthusiast who shoots competitively, will help liberalize gun laws.

"What we want is a more balanced gun legislation, not too restrictive, but we also understand that guns must be regulated," said Demetrio Tuason, head of the largest and oldest manufacturer in the Philippines, Armscor, at a Manila gun show.

Existing laws allow Filipinos to own one "long" firearm -- a rifle or shotgun -- and one handgun. Guns are meant to be licensed and owners must have permits to carry them in public.

Tuason wants gun licenses more like driving licenses, allowing people to "own as many guns as they can afford".

Not surprisingly, gun sellers also want to expand the industry, worth about 2.5 billion pesos ($59.37 million). Export receipts grew fourfold to $23.4 million between 2000-11.

But, just like in the United States, there seems little appetite to change existing laws. "That's not a priority right now," Aquino told Reuters in an interview earlier this month.

There are 34 gun-related bills before both houses of parliament, some seeking looser laws and others more control.

Supporters of two prominent bills seeking to outlaw civilians carrying guns in public and stiffer penalties for possession of illegal weapons have all but given up hope.

Much like the United States, guns are so deeply ingrained in Philippines culture that they don't expect the July 20 shooting in a Colorado cinema, in which 12 people were killed and 58 wounded, will have much of an impact.

"For the last 22 years we've been telling our lawmakers ... to pass a strict gun control law but nothing has happened," said Nandy Pacheco of the Gunless Society group.

"Our gun laws are encouraging a culture of guns, a culture of violence. When do we act? Are we waiting for a similar attack to happen here in our movie houses?"
