Hezbollah warns of living 'hell' for Israelis if attacked

Lebanon's Hezbollah leader Hassan Nasrallah warned on Friday that his Iranian-backed Shiite militia would make lives of Israelis "a living hell" if it is attacked.

"There are targets in occupied Palestine (Israel) which could be targeted by a small number of missiles," Nasrallah said.

"If we are forced to use them to protect our people and our country, we will not hesitate to do so... and that will turn the lives of hundreds of thousands of Zionists into a living hell," he said in a speech marking Al-Quds (Jerusalem) Day.

Nasrallah warned of "tens of thousands of deaths, and not just 300 to 500 dead," adding that Hezbollah, which is also backed by Syria, had fixed its targets.

In case of any Israeli attack on Iran over its controversial nuclear programme, "the response will be enormous," he warned. Any such action would present the Islamic republic with "the opportunity is has been dreaming of" since it was founded in 1979.

Last month, an Israeli general warned that Hezbollah would pay dearly if it fired rockets at the Jewish state.

"If we get to another war, Israel will hit Hezbollah decisively, quickly, as fast as we can in order to stop the fire from Lebanon to Israel," commander of the country's northern division, Brigadier General Herzi Halevi, said at a briefing.

He also said that towns in southern Lebanon used as launching bases for Hezbollah rocket attacks would be "destroyed."

Israel and Lebanon are officially in a state of war, and the Jewish state fought a devastating war with Hezbollah in the summer of 2006.

Last month, Israel accused Iran and Hezbollah of planning attacks in "over 20 countries" in remarks just days after a deadly attack in Bulgaria that killed five Israeli tourists and their local bus driver.

Iran denied the charges but Hezbollah refused to comment.

Hezbollah follows the example of its backer in marking Quds Day, a show of support for the Palestinians over the disputed holy city of Jerusalem.

TNI:The Limits of Latitude The UN drug control conventions

This briefing paper outlines the international legal drug control obligations, the room for manoeuvre the regime leaves open to national policy makers and the clear limits of latitude that cannot be crossed without violating the treaties. It also covers the vast grey area lying between the latitude and limitations, including the legal ambiguities that are subject to judicial interpretation and political contestation.

The paper applies the traffic light analogy to drug law reform in order to divide ongoing policy changes and emerging proposals into three categories regarding their legal tenability:

RED: stop or challenge the conventions;
ORANGE: proceed with caution; and
GREEN: please proceed.

The present system of worldwide drug control is based upon three international conventions. These are the 1961 Single Convention on Narcotic Drugs, as amended by the 1972 Protocol, the 1971 Convention on Psychotropic Substances and the 1988 Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances.

While the substance of the drug control conventions is complex, their function is simple. They provide the legal structure for an international system of drug control by defining control measures to be maintained within each state party to these conventions and by prescribing rules to be obeyed by these Parties in their relations with each other. These rules can be categorized by two principal methods of achieving drug control. These are commodity control (the definition and regulation of the licit production, supply and consumption of drugs) and penal control (the suppression through criminal law of illicit production, supply and consumption.)

The conventions therefore operate with the intention of creating an appropriate balance between penal sanctions, the degree of real and/or potential harm associated with specific drugs and their therapeutic usefulness.

The overarching concern for the ?health and welfare of mankind? expressed within the conventions? preambles, required a dual goal: reducing the availability of drugs to prevent abuse and addiction that ?constitutes a serious evil for the individual and is fraught with social and economic danger to mankind?, while at the same time ensuring adequate availability because their medical use is ?indispensable for the relief of pain and suffering?.

The global control system, established with that twin purpose, effectively ended the large-scale diversion of narcotic drugs like cocaine and heroin from pharmaceutical sources to illicit channels. However, it was unable to prevent the resulting rapid expansion of illicit production that began supplying the non-medical market instead.

The tensions resulting from the inherent duality exacerbated as the system evolved based on the implicit principle that reducing availability for illicit purposes could only be achieved through the penal enforcement of predominantly prohibition oriented supply-side measures.

The tightening of drug laws, escalation of law enforcement efforts and an actual ?war on drugs? against the illicit market, over time distorted the balance at the expense of the other side of the coin.

KEY POINTS

? Decriminalization of possession, purchase and cultivation for personal use operates reasonably comfortably inside the confines of the UN drug control conventions

? Harm reduction services, including drug consumption rooms, can operate lawfully under the drug control treaty system

? There is greater scope to provide health care or social support instead of punishment for people caught up in minor offences related to personal use or socio-economic necessity

? All controlled drugs can be used for medical purposes, including heroin prescription and ?medical marijuana?; what constitutes medical use is left to the discretion of the parties

? The INCB often increases tensions around interpretations instead of resolving them, though the Board should be guided ?by a spirit of co-operation rather than by a narrow view of the letter of the law?

? There are limits of latitude; a legal regulated market for non-medical use of cannabis or any other scheduled drug is not permissible within the treaty framework

? Legal tensions exist with other international legal obligations such as those stemming from human rights or indigenous rights

? Growing doubts and inherent inconsistencies and ambiguities provide legitimate ground for demanding more space for experimentation with alternative control models than the current systems allows

In a 2010 survey of laid-off workers across the United States, married moms spent more time between jobs and were overall less likely to find new jobs compared with married dads. Once re-employed, married moms experienced a decrease in earnings of $175 more per week compared with married dads.

The results suggest that the recent recession, dubbed the "man-cession" or "he-cession" because more men than women lost jobs, could also be viewed as a "mom-cession" as laid-off moms had the hardest time finding new jobs.

"These findings hold true across different backgrounds, such as occupation, earnings and work history," said study co-author Brian Serafini, a University of Washington sociology graduate student. "This implies that laid-off moms aren't just taking part-time jobs or seeing being laid off as a way to opt out of the workforce and embrace motherhood instead."

Serafini and co-author Michelle Maroto, who will present their findings Aug. 20 at the annual meeting of the American Sociological Association in Denver, Colo., say that their study supports the notions of a "motherhood penalty" and a "daddy bonus" in the workplace.

"Our study provides evidence of labor market discrimination against women whose family decisions may signal to employers a lack of commitment to the workplace," said Maroto, formerly a UW sociology graduate student and now an assistant professor of sociology at the University of Alberta.

The researchers examined a national sample of displaced workers across occupations and industries who were laid off due to insufficient work, a plant or company closing, or their shift or job being eliminated. The U.S. Census Bureau collects the data as part of the monthly household questionnaire, the Current Population Survey. Maroto and Serafini examined data from the survey's Displaced Workers Supplement distributed in 2004, 2006, 2008 and 2010.

The 2010 survey, for instance, included nearly 4,400 displaced workers men and women who took on average 17 weeks to find another job. But separating the data by marital and parental status revealed that married moms spent more time between jobs than married dads.

Also, married men consistently fared better than unmarried men, finding jobs sooner across the survey years. "This is consistent with the male breadwinner stereotype in that employers favor male heads of households when they are supporting children," Serafini said.

Upon re-employment, married moms in the 2010 survey had a $175 greater decrease in weekly earnings compared with their male counterparts, which for full-time, year-round employment could be decreases of about $9,100 more per year for married moms compared with married dads.

"Even when we account for education level and previous work and earnings experience, we find that moms take longer to find new jobs and they earn less after being laid off," Serafini said.

The study also revealed a newer trend in which single, childless women seemed to fare better when seeking re-employment than single, childless men. But when these women found new jobs, their change in earnings was similar to that of single men without kids.

"These results help explain some of the apparent losses for certain men during the recent recession, by revealing that the he-cession story seems to apply more to single, childless men when compared to single, childless women," Maroto said.

The researchers caution that the data apply only to re-entering the workforce, and do not offer predictions on who is most likely to be laid off.
